HOUSTON, TEXAS U.S.A. – CSSC Guangzhou Huangpu Shipbuilding (CSSC-HPS) confirmed today it is starting the construction of “two plus two” units of Jackup Drilling Rigs capable of operating in 400 Foot Water Depths, using the Zentech design and TSC integrated equipment packages.

Alliance Offshore Drilling PTE Ltd. of Singapore stated today that it is the owner of the R-550D rigs under construction.

CSSC-HPS is a large-scale state owned company and member of the China State Shipbuilding Corporation, with advanced ship design and manufacturing capabilitiesthat have been proven since their construction of the “HUAHAI 1” drilling platform in 1984. More recent innovations include the 400 ton shallow water heavy lift and pipe- laying vessel, an engineering survey vessel for 3,000 meter water depths, and others which have resulted in CSSC-HPS becoming the major offshore specialty construction base in southern China.

CSSC-HPS has joined with TSC Group Holdings, Ltd., a Cayman Islands company and Zentech, Inc. of Houston, Texas to form a new business model for the design of the basic rig (Zentech), fully integrated drilling equipment and control package (TSC Offshore), and construction at the Huangpu Shipyard. The concept is centered on the patented Zentech R-550D, a high capacity and extended reach Jackup drilling rig, rated for 400 Ft. Water Depths. This design was recently approved by the Technical Appraisal Committee, comprised of a blue-ribbon panel of Chinese and international offshore drilling experts, and has also been granted ABS Class approval.

TSC Group Holdings, Ltd., is a global product and service provider, serving both onshore and offshore drilling industries worldwide. TSC’s comprehensive product lines include drilling equipment, mechanical handling equipment, solids control equipment, power control and drives, drill cabins, deck cranes, tensioning and compensation systems for semi-submersible rigs and drillships. TSC also provides jacking systems and rack materials for jack-up rigs. With its engineering, manufacturing, service facilities in all major oil and gas producing regions such as Brazil, China, UAE, Singapore, the US, and the UK, TSC provides single-source designing, manufacturing and integrated equipment packages for all types of offshore drilling rigs.

Zentech, Inc. is a Houston based marine engineering and naval architecture consulting firm specializing in the offshore oil and gas and renewable energy industries. The Company has more than thirty years experience in providing innovative engineering solutions, and employs a professional staff of over 160 in six international locations. HOUSTON, TEXAS – Zentech, Inc. confirmed today its participation in a Strategic Cooperation Agreement for fully integrated jackup drilling rig construction.

Zentech joins China’s CSSC Guangzhou Huangpu Shipbuilding Company Ltd. and TSC Group Holdings, Ltd. in a new venture that involves the design of the basic rig and fully integrated drilling equipment and control package, and will be constructed at Huangpu Shipyard. The concept is centered on the patented Zentech R-550D, a high capacity and extended reach Jackup drilling rig, rated for 400 Ft. Water Depths.

This strategic cooperative program employs Zentech’s basic drilling rig design expertise for the R-550D, coupled with the TSC fully-integrated drilling and control systems package, all constructed at CSSC HPS in China.

The consortium expects construction of the first drilling rig to begin no later than May, 2013 and is already engaged in negotiations with undisclosed owners for the first unit, expected to be sold at highly competitive terms.

Engineers at Houston-based Zentech Inc. have created two designs for a new type of multi-service, self- propelled jack up vessel with removable drilling apparatus, capable of working in water up to 210 ft deep. A removable rig package enables such a vessel to work in construction, diving support, pipe-laying, or as a tender-assist unit. Typical Gulf Coast lift boats have increased in size over the years but are subject to storms and poor maneuverability. One design was produced, pursuant to an October 2000 agreement with Covington, La.- based Oases Offshore Inc. A schematic of this design on Oases Offshore’s website shows a cantilevered rig on a rectangular deck with three legs, three cranes and 18,000 ft of deck space. According to a June 2003 press release from the Yantai Raffles shipyard in China, the yard has a contract to build one of the Zentech/Oases jack ups, executed with a Nigeria-based representative of Oases Offshore.

Zentech’s second design, the Z-210, is designed to mobile offshore drilling unit (MODU) specifications and follows MODU survivability rules. Zentech says the four, 1,500 hp, fully azimuthing thrusters will provide better maneuverability than a typical lift boat. The vessel has 1,814 tonnes variable load capacity, including 907 tonnes on the 20,000 sq ft open deck. The Z-210 has four triangular legs, each 3211⁄2 ft long.

Zentech also has new designs for standard jack ups, the Zentech R-450 and Zentech Z-636, utilizing the Zenlock leg locking system.
