The Department of Transportation, Maritime Administration (MARAD), represented by Tote Services Inc. (TSI) intends to retrofit / covert the Champion Class (T-5) tanker MV Matthiesen to permanently carry onboard the components of one (1) third generation, self-supporting, expeditionary Offshore Petroleum Delivery System (OPDS).
